This is Torso from Clone Robotics: a bimanual robot with artificial muscles that can move its arms and shoulders like humans. It has an ” actuated elbow, cervical spine (neck), and anthropomorphic shoulders with the sternoclavicular, acromioclavicular, scapulothoracic and glenohumeral joints.” The below video shows Torso in action:
